Effective working relationships were established at each functional level between WSDOT and design builder ("zippering").

LESSON: Describe what knowledge was gained from the experience.
Having solid working relationships between state functional managers and their design-builder counterparts allowed for effective and timely resolution of issues, facilitated contract interpretation questions, improved communication and mutual understanding. For instance, regularly scheduled standing meetings occurred between the WSDOT Project Manager and design-builder's Project Manager. Similar standing meetings took place with the WSDOT Chief Engineer and the design-builder's Engineering Manager; WSDOT Chief Engineer and the design-builder's Construction Manager; WSDOT Business Manager and the design-builder's Prime Contract Manager; and WSDOT Construction Project Engineer and the design-builder's Construction Project Engineer.

RECOMMENDATION: Describe how the knowledge gained can be used.
Create, encourage and sustain effective working relationships at all levels of the project through regularly scheduled standing meetings. Clearly define responsibilities and authorities at each level.
